Developmental Services Network (DSN) is a private non profit association dedicated to serving providers of services in Intermediate Care Facilities for the Developmentally Disabled-Habilitation and Nursing (ICF DDH and ICF DDN).  DSN is California's only association serving exclusively ICF DDH and DDN providers.  Formed in 2001 by the leaders of California's ICF "industry" DSN has established itself as the premier trade association for ICF providers.

Through member advocacy and information gathered and provided by its members and consultants, DSN has been able to well represent ICF providers in both the regulatory and reimbursement arenas.  Through direct contact with both CMS at the federal level and the departments of Health Services (DHS) and Developmental Services (DDS) at the state level, DSN has been successful in presenting provider issues and achieving positive results.  During a time when no Medi-Cal providers were receiving rate adjustments, DSN developed and presented to state policy makers the concept of the Quality Assurance Fee which resulted in rate increases in excess of $16 million annually for ICF providers, at no cost to the California Budget. In 2010 DSN filed suit against the Department of Health Care Services' rate freeze and is actively challenging that and the threatened 10% cut to Medi-Cal providers, including ICFs.   The freeze issue is currently pending before the 9th Circuit Court of Appeals and a decision is anticipated in late 2011.  CMS has not yet approved the proposed rate cuts and DSN is working hard to convince State officials to abandon this proposal.

DSN's Legislative Consultant tracks and analyzes legislation that may impact association members, be it general business legislation or industry specific legislation.  This information, along with other regulatory and financial information is distributed to members electronically via the DSN member forums and the electronic newsletter.  DSN has found that web based distribution of information to members is a very cost effective way to provide the most up to date information to members.  To make the most out of DSN membership, it is expected that members have access to internet services.  In addition, DSN has two general membership meetings each year.  At other times during the year, DSN schedules training on subject matter specific issues such as QMRP development and cost reporting.
